Dried paint is more difficult to remove but with a bit of extra effort it can be done.

Removing wet paint is much easier but it is possible to remove dry paint from carpeting.
Clean gently to avoid driving the paint deeper into the carpet.

Admittedly it was a lot of work getting all the old stains including the dried paint out of my carpet.
Still it would take several months if not a year to save up the money to buy new carpeting.
If the paint stain is dry let the mixture of dishwashing detergent and hot water sit on the stain for about 5 minutes before you try to clean it up.
You may also use a putty knife or a citrus cleaner like goo gone to scrap the stain.
Rinse the area with clean non soapy water then blot dry the area with new towels or paper towels.

It took most of a day to do one room but a lot of that involved waiting for products to do their job or waiting for the carpet to dry.

Start by clearing the immediate area and using a utility knife or a pair of needle nose pliers to scrape away the thicker paint chunks.
Latex paint is water soluble so it is easier to remove.
Blot the stain with dry paper towels to clean up any excess wet paint sitting on top of the carpet.
Blot the affected area using a clean cloth to pick up all the dried paint lifted through scrapping.
